In 2023, the Agency for Volunteer Service commissioned the Hong Kong Hang Seng University to conduct a survey to understand the public’s participation in volunteering. The survey can help reflect the level of involvement and the number of hours the public spent on volunteer work that can be used to estimate the economic values of volunteer work. In 2024, the “Volunteer Index” was established to keep track of changes and trends in the public’s attitudes and behaviours towards participating in organised volunteer work, thereby providing empirical support for the future development of volunteering.
